YANGDONG, GUANGDONG — October 22, 2025 — The Yangdong District Government hosted the Low-Altitude Economy High-Quality Development Conference & Product Launch Event, marking the official debut of Quadrant Fanxing’s first batch of aviation engines and Transtar Technology’s inaugural intelligent marine ranching feeding drone. The event signals a new chapter in Yangdong’s drive to upgrade its industrial base and cultivate new quality productive forces.
The ceremony was attended by Liu Dewei, Vice Mayor of Yangjiang Municipality; Li Kun, Secretary of the CPC Yangdong District Committee; Fan Xianzhong, Director of the Guangdong Provincial Low-Altitude Economy Office; and Yuan Xuedong, Deputy Secretary-General of Yangjiang Municipal Government and Head of the Zhuhai–Yangjiang Pairing Assistance Mission. The event was presided over by Hu Fangfang, Deputy Secretary of the CPC Yangdong District Committee and Head of Yangdong District People’s Government.
In his address, Li Kun noted that Yangdong has leveraged its favorable airspace conditions, strategic location, and established industrial foundation to position the low-altitude economy as a core driver of industrial transformation. The simultaneous rollout of Quadrant Fanxing aviation engines, Transtar’s marine feeding drone, and multiple signed agreements and unveilings have injected strong momentum into the district’s low-altitude ecosystem.
Moving forward, Yangdong will fully capitalize on its 2,500 km² of dedicated low-altitude airspace and its geographic position at the convergence of the Greater Bay Area, Beibu Gulf Economic Zone, and Hainan Free Trade Port. The district is advancing a CN¥ 1.027 billion Low-Altitude Economy Innovation & Integration Infrastructure Project to build world-class supporting facilities.
Yangdong will also pursue designation as a Civil UAV Test Zone and Integrated General Aviation Flight Test Area, expand diversified “Low-Altitude +” application scenarios, and develop a full-industry-chain ecosystem covering R&D, manufacturing, flight testing, operations, and applications—centered on medium-to-large UAVs—with the goal of becoming Guangdong’s Fourth Growth Pole in the low-altitude economy.

During the event, Chen Huaqing, District Leader, presented the Yangdong District Action Plan for High-Quality Development of the Low-Altitude Economyand the Special Plan for Low-Altitude Economy and Comprehensive Unmanned Systems in the Hesan Airport Area.
According to reports, the Action Plan leverages Yangdong’s unique resource endowment and developmental opportunities to establish the low-altitude economy as a new pillar of high-quality regional growth. It prioritizes four key tasks: first, cultivating a robust low-altitude industrial system; second, strengthening foundational infrastructure support; third, launching initiatives to expand low-altitude application scenarios; and fourth, reinforcing the support systems underpinning the low-altitude economy.
The Special Plan for the Hesan Airport Area designates the airport zone as the core hub and primary engine for the low-altitude industry. Centering on the twin pillars of general aviation services and UAV flight testing, the plan aims to cluster eight distinct business sectors. It seeks to create a collaborative industrial platform characterized by regional synergy and deep integration into the Greater Bay Area. Ultimately, the goal is to build a demonstration zone for low-altitude economic innovation and integration in support of the Guangdong-Hong Kong-Macao Greater Bay Area.

At the launch event, Liu Dewei, Li Kun, Fan Xianzhong, Yuan Xuedong, and senior representatives from the enterprises jointly unveiled the first batch of aviation engines rolling off the production line at Quadrant Fanxing’s (Yangjiang) Technology Co., Ltd. production and test flight base.
Following this, Transtar Technology held the official market launch ceremony for its marine ranching feeding drone. The agenda also featured the release of the Guangheng Technology Low-Altitude Meteorological Support Service Platform at Hesan Airport, and the signing ceremony for the Rongtong UAV Comprehensive Support Service Base project.

Liang Hongtong, Vice Chairman of the Yangdong District CPPCC and Deputy Director of the District Low-Altitude Economy Industry Work Leading Group Office, stated that the successive establishment and operation of projects such as Quadrant Fanxing and Transtar Technology will drive the deep integration of diverse scenarios at Yangjiang Hesan Airport, including flight testing, cross-sea logistics, and cultural tourism. This progress is set to empower multiple industries while enhancing public services and social welfare.
He added that Yangdong has already formulated the Action Plan for High-Quality Development of the Low-Altitude Economyand the special industrial development plan. Construction is currently in full swing on the 1.027 billion CNY Low-Altitude Economy Innovation and Integration Infrastructure Project. The implementation of these initiatives will provide strong momentum to propel the high-quality development of Yangdong’s low-altitude economy.
